Overview

Situated in southeastern Hainan province 58km from Sanya Phoenix International Airport, Lingshui is a city-level county with a population of nearly 400,000. It is chiefly inhabited by the Li, Han, and Miao people on the basis of "small-scale settlement". It realized a regional GDP of 19.55 billion yuan in 2020.

Lingshui Li autonomous county's northeast connects with Wanning city, and its north borders with Qiongzhong county. To the northwest lies Baoting county, and to the southeast is Sanya city, which is in close proximity to the South China Sea. The coastline is 57.5 kilometers, with a total area of 1,128 square kilometers.

The county's terrain is mainly composed of mountains, hills and plains. There are 24 mountains spotted around the county, among which Diaoluo mountain has the highest altitude of 1499.8 meters.

Lingshui Li autonomous county has 1,223 square kilometers of sea area covering Fenjiezhou island from the northeast and connecting Sanya's sea area from the southeast. Its sea area includes four bays -- Xiangshui bay, Lingshui bay, Qingshui bay and Tufu bay; two islands -- Fenjiezhou island and Nanwan peninsula; and five natural ports -- Xincun port, Lian port, Shuikou port, Shanzhong port and Gangpo port, of which Xincun port, with a water area of 2,226 hectares and available area of 1235.8 hectares, is the biggest one covering.

The county has 17 tourist attractions, including the Soviet government site, the stone carving of the Japanese army's invasion of Lingshui, Sanmei Temple, Nanwan Monkey Island, Diaoluoshan National Forest Park, Xiangshui Bay, Boundary Island, Coconut Island, Tufu Bay, Qingshui Bay, and Gaofeng Hot Springs. Nanwan Monkey Island is the only Chinese macaca mulatta nature reserve.

Resources

As early as the Neolithic Age, there were ancestors in Lingshui. In 610, the county seat was set up here, and ever since Lingshui has had a long civic history of more than 1400 years.

Lingshui Li Ethnic Autonomous County is located at north latitude in the southeastern part of Hainan Island, facing the South China Sea in the east, Sanya in the south, Wanning in the north, and Baoting in the west. It has a total area of 1128 square kilometers and 11 townships under its jurisdiction. The total population is about 400 000. The golden latitude of 18 degrees runs through the entire territory, giving it a tropical monsoon island climate, an annual average temperature of 25.4℃, an annual average rainfall of 1717 millimeters, and an annual average sunshine duration of 2261.6 hours. With sufficient sunshine and no frost throughout the year it is known as a "natural greenhouse" and "tropical treasure". It also has vital winter gourd and vegetable production bases and a southern breeding base.

Suited at the golden tourist route in the eastern part of Hainan, Lingshui is the only Li ethnic autonomous county on the eastern coast. The highways across the island are extremely convenient. The Hainan Island Ring Expressway, the Haiyu East Line Highway and a high-speed railway run through the whole province. Lingshui is 196 kilometers away from Haikou in the north, and about 50 kilometers from Sanya in the south, and it takes no more than one hour to drive to Sanya Phoenix International Airport and Boao Airpoart.

2. Traditional customs

National unity, like a seed, takes root in Lingshui and boosts its economic and social development.

Lingshui is the only ethnic minority autonomous county on the eastern coast of Hainan province. Due to its geographical location and historical inheritance, it has rich folk customs and ethnic culture, and relatively primitive "slash and burn" production customs. Customs with ethnic characteristic and various taboo cultures have been well-kept.

3. Thriving Economy

From January to December 2019, our county's regional GDP reached 18.32 billion yuan, a year-on-year increase of 2.2 percent, and fixed asset investment was 14.29 billion yuan. Local general public fiscal budget revenue was 4.17 billion yuan, a year-on-year increase of 10.5 percent. Local general public budget expenditures were 7.27 billion yuan, a year-on-year increase of 10 percent. The total retail sales of consumer goods totaled 3.49 billion yuan, a year-on-year increase of 5.4 percent, urban residents per capita disposable income was 32.45 yuan, an increase of 8.2 percent year-on-year, and the per capita disposable income of rural residents was 14, 26 yuan, an increase of 7.8 percent year-on-year. The number of tourists received was 5,491,300, an increase of 3.32 percent year-on-year. Among them, overnight tourists numbered 3.06 million, an increase of 9.16 percent. There were 2,435,600 daily tourists, total tourism revenue was 3.93 billion yuan, a year-on-year increase of 9.67 and foreign direct investment was US$150.6 million, a year-on-year increase of 61.7 percent. Foreign trade imports and exports were 1.38 billion yuan, a year-on-year increase of 15.1 percent.

4. Infrastructure Facilities

Recently, Lingshui has formulated development strategies in line with local realities based on its advantages in resources and geography, and its economy has developed sharply. Meanwhile, the county's infrastructure has been swiftly improved, so that Lingshui County now has a completely new look, urban functions supported by a livable environment.

The Maritime Art Service Center, Bilingual Art School, Yacht Wharf, Lingshui School Affiliated to Minzu University of China, Zhang Zhongjing Hospital, Lingshui Nursing Home, and New Bus Station are fully completed and operational. Wenli Avenue was built and the Lingshui Domestic Waste Incineration Power Plant was put into operation. The Li'an Haifeng Town project is completed and the Ling shui section of the natural gas pipeline network around the island is about to be completed. The Anma Bridge project is accelerated, and the construction of Central Avenue (Phase II) has been started or completed. With a large number of urban infrastructure projects launched or completed a better investment supporting service environment is offered.

In 2020, economic development in the county maintained a steady growth. The county's regional GDP reached 19.55 billion yuan ($3 billion), a year-on-year increase of 3.5 percent, and the growth rate ranked third in the province. The investment in fixed assets was 14.6 billion yuan, a year-on-year increase of 2.2 percent, and the growth rate turned from negative to positive for the first time since 2018. The local general public budget revenue was 3.38 billion yuan. The total retail sales of consumer goods reached 3.39 billion yuan. Total tourism revenue was 3.98 billion yuan, a year-on-year increase of 1.3 percent. The per capita disposable income of urban residents was 33,602 yuan, a year-on-year increase of 3.6 percent, and the growth rate ranked sixth in the province.
