At present, electricity prices in Hainan province are maintained in accordance with the Hainan Development and Reform Price Management [2019] No 704 document.
I. Electricity rate for electric grid in Hainan province

1. All the rates listed in the above table include national major water conservancy construction funding of 0.001125 yuan/kWh, and the large and medium-sized reservoir immigrants later support funding at 0.0062 yuan/kWh, and renewable energy tariff surcharges (for resident electricity, 0.001 yuan/kWh; for other electricity, 0.019 yuan/kWh), except for agricultural production.
2. The rates of industrial and commercial electricity and others listed in the above table include local reservoir immigration support funding of 0.0005 yuan/kWh.
3. Time-of-use (TOU) electricity rates: peak time rate 10:00-12:00，16:00-22:00; flat time rate 7:00-10:00，12:00-16:00，22:00-23:00; valley time rate 23:00-7:00.
4. The rate of ice-storage valley load periods is 0.2706 yuan/kWh (for voltage classes under 35kV).
5. Large-scale industry refers to industrial electricity with receiving transformer 315 kVA and above (including high-voltage motors that are not run through the receiving transformer).
6. The commercial & industrial electricity except large-scale industry (including high-voltage motors that not run through the receiving transformer) refers to industrial electricity with 100kVA (inclusive)-315kVA (exclusive) capacity and commercial electricity and others with 100kVA and above.
II. Peak and valley time-of-use (TOU) electricity rates table for electric vehicle charging and changing facilities in Hainan province

IV. 2017-2019 transmission and distribution costs in Hainan province
Note:
1. The electricity rates in the table include value-added tax, line loss and cross subsidies, excluding government-managed funds and surcharges.
2. Transmission and distribution electricity rates for users participating in power market transactions shall be implemented in accordance with the above table, and government-managed funds and surcharges shall be collected according to regulations. The specific standards for the collection of government-managed funds and additional prices should be subject to the standards of the sales prices table in the current directory. Other users should continue to implement the sales price in the current directory.
3. The comprehensive line loss rate of South Grid Hainan Power Grid Co Ltd is calculated at 7.64 percent from 2017 to 2019. In actual operation, the risk caused by the line loss rate exceeding 7.64 percent shall be borne by the company, the revenue less than 7.64 percent shall be shared 50:50 by the company and users.
4. The large-scale industry refers to a power transformer with the capacity of 315kVA and above (including the high-voltage motors that are not run through the power transformer).
5. The commercial & industrial electricity except large-scale industry (including high-voltage motors that are not through the receiving transformer) refers to industrial electricity with 100kVA (inclusive)-315kVA (exclusive) capacity and commercial electricity and others with 100kVA and above.
6. The electricity rates of municipals and counties in Hainan province are same as the above table based on enquiries by China Southern Power Grid.
