Ten new projects including the Hainan Headquarters of the Hebei Research Institute of Construction & Geotechnical Investigation Co Ltd, a major Chinese geotechnical engineering company, and the regional headquarters of the Sichuan Energy Industry Investment Group Co Ltd, a state-owned investment enterprise, have become contributors to the headquarters (HQ) economy in Haikou, the capital city of Hainan province.

As of now, Haikou has attracted 31 recognized company headquarters, accounting for 69 percent of the province's total, and is playing a leading role in driving the province's high-quality economic development.

The headquarters economy, composed of HQ bases and HQ industries, is defined as being sufficiently resource-rich to attract a cluster of corporate HQs, demonstrating the industrial advantages and competitiveness of a city.

The Overall Plan for the Construction of Hainan Free Trade Port proposes that Hainan will "support the development of the headquarters economy" . Haikou continues to optimize the local business environment and has attracted some well-known company headquarters, such as Alibaba, ByteDance, and Datang Telecom Group to Haikou. In addition, more and more headquarters projects have been set up in Haikou, laying a solid foundation for the city to promote the development of the headquarters economy.

Haikou Jiangdong New Area, one of 11 key industrial parks of the Hainan Free Trade Port, has attracted 16 Fortune 500 companies. Furthermore, the construction of six headquarters buildings including the Haikou Financial Center has been accelerated, while the first landmark project in the CBD, the International Energy Trading Center, was opened on March 5 and will become an important top-notch financial transaction trading platform. Nine high-end business jet operational headquarters have also been set up in Jiangdong New Area.

Haikou Fullsing Town Internet Innovation Park, another key industrial park, mainly focuses on the digital economy industry with digital trade, the "smart" Internet of Things, financial technology, and international offshore innovation and entrepreneurship forming its core. It has attracted more than 700 enterprises, including some company headquarters, including Alibaba and PricewaterhouseCoopers, as well as several emerging Internet, technology, and innovation companies from around the world.

In recent years, Haikou has issued over 40 preferential policies on the headquarters economy, Internet, finance, e-commerce, and more, creating a better business environment for the development of enterprises and enhancing the overall competitiveness of the city.

Meanwhile, Haikou will continue to support Jiangdong New Area as it develops modern service industry clusters, and accelerate the construction of the West Coast Internet Headquarters Base in the Integrated Free Trade Zone, strengthening efforts to attract more well-known domestic and international Internet companies to set up headquarters and R&D centers there, so as to promote high-quality development in Haikou.
