Sanya's border inspection authorities have implemented a series of innovative measures to enhance customs clearance efficiency, providing strong support for the high-quality development of Hainan Free Trade Port.
At Visun International Yacht Marina, crew changes for Marshall Islands-registered drilling platform "Amazon" are now proceeding smoothly through the digital "Haiyiban" online platform. "Obtaining border inspection permits online saves significant time for offshore operations," said a representative of Kaixuan Shipping Agency.
The technological upgrades have yielded remarkable results in Sanya's cruise industry. In 2024, the city received 54,600 international cruise passengers, ranking first nationally for inbound visits. Star Cruises will further boost this growth with its Navigator vessel, making Sanya its first Chinese mainland port of call this autumn.
To accommodate this expansion, the Sanya Border Inspection Station developed a smart cruise management system integrating dispatch coordination and service organization. "Our fast-track clearance method for large cruise ships significantly improves operational efficiency," explained Cheng Hao, director of border inspection.
The reforms extend to yacht tourism through policies like simplified procedures for foreign yachts and an AI-powered monitoring system utilizing facial recognition and satellite positioning. This "chain-based management model" ensures comprehensive oversight of yacht movements while streamlining processes.
The efficiency gains particularly benefit time-sensitive exports like amberjack fry, of which Sanya produces 70 percent of China's total output. Sanya Tianyu Food Company reported exporting 1.84 million fry worth 57.95 million yuan ($8.08 million) this year with improved survival rates thanks to 24-hour digital pre-clearance services.
"Sanya is transforming into a modern smart port hub," Cheng said, emphasizing continued technological innovation to support Hainan's development into a world-class free trade port. The border inspection station remains committed to optimizing clearance processes while maintaining strict security standards.
