Hainan issues plan to promote energy conservation, emission reduction

The Comprehensive Work Plan for Energy Conservation and Emission Reduction in Hainan Province during the 14th Five-Year Plan Period (2021-25) was recently issued. It aims to establish and improve the green, low-carbon, circular economic system, and help to achieve the goal of carbon peaking and carbon neutrality.

The plan requires that by 2025, the energy consumption per 10,000 yuan ($1,481) of GDP in the province will be reduced by 13 percent compared with 2020, and total energy consumption will be controlled.

The plan intends to implement key energy conservation and emission reduction projects in nine respects involving projects in key industry green upgrading, park energy conservation and environmental protection improvement, urban green energy conservation and transformation, transportation and logistics energy conservation and emission reduction, agricultural and rural energy conservation and emission reduction, public institution energy efficiency improvement, clean and efficient coal utilization, volatile organic compound comprehensive treatment, and environmental infrastructure level improvement.

By 2025, the number of enterprises in key areas of the province reaching the energy efficiency benchmark level will exceed 30 percent.

It is expected that by 2025, the Yangpu Economic Development Zone, Haikou National High-tech Industrial Development Zone, Hainan Laocheng Economic Development Zone, Dongfang Lingang Industrial Park and Changjiang Clean Energy High-tech Industrial Park will complete the recycling transformation.

Hainan will optimize urban development space, create a green and low-carbon development path with the characteristics of tropical coastal islands, and promote the construction of resilient low-carbon sponge cities that are waste-free.

By the end of 2025, the number of new energy vehicles in the province will reach 500,000, accounting for 20 percent of the total number of its vehicles.
