Project Description
1 Introduction
Due to industry agglomeration and a good business environment, it's become necessary to establish an international aircraft maintenance center for the Asia-Pacific area. Moreover, the project aims to provide a variety of aircraft services for both domestic and global airlines. This project has a planned occupied area of 14.7 hectares, with a 150,000 square meter construction area. The base is scheduled to include overhaul and regular inspection hangars, painting hangars (wide-body painting, narrow-body painting), accessory maintenance workshops (main building, secondary building), international aviation materials storage facilities, a trading center and other facilities, as well as various production support facilities.
2 Goals and Targeted Investors
(1) Goals
The one-stop aircraft maintenance base project will integrate the existing HNA No 1 and No 2 hangars, the China Southern Airlines hangars, and the airside stock land at the China Southern Airlines base (for new maintenance hangars). A total of six hangars will provide eight wide-body aircraft or 33 narrow-body aircraft maintenance lines, forming an international aircraft maintenance industry cluster with a total area of 38.7 hectares.
After the project is completed, this base will have the ability to expand its maintenance capabilities by 47 percent, to grow the maintenance market in the Asia-Pacific region, serve domestic and global airlines, expand international routes, and increase aircraft maintenance business of both general aviation and military aircraft.
Under the preferential Hainan Free Trade Port policy, aircraft maintenance costs will be reduced. The aircraft maintenance base will become a multi-directional, multi-business, multi-channel, international one-stop aircraft maintenance industry platform for both military and civilian usage.
(2) Targeted Investors
★ Introduce renowned domestic and foreign third-party aircraft maintenance MRO+OEM enterprises to form an industrial cluster;
★ Attract related upstream and downstream aircraft maintenance companies to create an entire aviation industry chain;
★ Hold aviation conferences, exhibitions and competitions;
★ Attract internationally-famous universities with aviation majors to cooperatively run schools with local universities;
★ Introduce famous aviation research and development institutions to set up R&D centers.
3 Analysis of Strengths
(1) Preferential Policies
★ Maximum personal income tax of 15 percent for eligible talents.
★ Corporate income tax of 15 percent on encouraged industrial enterprises.
★ Foreign companies can set up sole proprietorship aircraft maintenance companies or joint venture companies in Hainan Free Trade Port to interact with domestic and foreign businesses with fewer limitations.
★ The aircraft maintenance hangar in Meilan airport tax free zone will be exempted import duties, import VAT and consumption tax. Under the zero-tariffs policy companies will save 25 percent of tax costs (10 percent of tariffs and 13 percent of VAT)
★ Rules of Origin: For encouraged industries, products processed in Hainan with an added value of over 30 percent are entitled to exemption from duties when entering the mainland.
(2) Unique Geographical Advantage
Firstly, Hainan Airline's global headquarters is located in the city of Haikou. Hainan Airline (HNA) owns 224 aircrafts; the largest cross-border fleet in China. HNA has been ranked a 5-star airline company nine times. It has also ranked seventh among the best global airline companies, and third among the safest global airline companies.
Secondly, there are 500 multiple international routes being connected worldwide. The aviation maintenance industry in the Airport Economic Zone of Jiangdong New Area is expected to have an annual output value of about 5 billion yuan, and the tariff-free maintenance market is huge.
4 Location information
Airport Economic Area will be next to Meilan International Airport in the city of Haikou. Northeast from Guiling Avenue to Haiwen Highway, west from Lingshan Avenue to Haiyu Avenue. The total area is 5,052.6 hectares, with 1,962.7 hectares of international airport occupation land.
Construction planning
The planned urban construction area of the Airport Economic Zone is about 15.1 square kilometers, with a total construction area of 11.11 million square meters, including 4.87 million square meters of business, commercial and entertainment construction; 3.65 million square meters of supply chain warehousing industrial construction; and 2.59 million square meters of other construction. The construction area is divided into 13 categories and 16 functional areas: a comprehensive aviation hub, the aviation headquarters area, the aviation financial area, the aviation maintenance/air transfer area, an international logistics area, a regional logistics area, a free trade logistics area, an international exhibition area, a free trade service area, a market trading area, a shopping area, a tourism area and so on.
