During the 14th Five-Year Plan period (2021-25), Hainan will increase its urban green space coverage and guarantee that every community includes access to parks, ensure that per capita green space measures no less than 12 square meters, and make headway in the construction of national ecological garden cities.

According to an announcement by the Hainan Provincial Department of Housing and Urban-Rural Development on Feb 28, by the end of the 13th Five-Year Plan period (2016-20) Hainan had seen a great growth in green space and in the green coverage of built-up urban areas.

The total area of green space in Hainan reached 17,800 hectares, an increase of 14.6 percent; the built-up area with green coverage stood at 24,000 hectares, up by 16.7 percent; a total of 1,086 kilometers of green roads were built; and 6.58 million seedlings of various types were planted or replanted in Hainan. In addition, four cities and counties were named "national garden cities", and five cities and counties were selected as provincial garden cities.

Hainan will build communities with local characteristics that integrate greening and flowers of different colors and fragrances. Moreover, it will strive to accelerate green space construction, and realize the goal of building parks in each of the communities across the province in accordance with the principle that "green space can be seen within 300 meters, and gardens can be seen within 500 meters."
