The household registration systems in Hohhot, Baotou and Ordos will be unified. Residents will be entitled to change information on their household registration when migrating from one city to another.
Quality schools will be guided to establish branch schools in the area. Schools will also be encouraged to share management services and educational resources.
An inter-connected health information platform will be launched and a digital health card will be issued among residents in the area. Clinical test quality control standards will be assessed and research will be conducted into establishing a platform to gradually realize general health records and recognition of medical examination results.
Equal sharing of social security services will be promoted and social insurance management methods will be unified.
Residents in the areas will enjoy equal treatment in house purchases. Real estate firms will enjoy equal treatment in business registration and land-use when engaging in development and construction of commercial houses, economically affordable houses and public rental houses.
From July 1, 2019, a set of unified telecommunications tariff standards will be adopted in Hohhot, Baotou and Ordos.
Integrated and coordinated development of public services will include community services, social security, public safety and social credit.
