The Changxing Island Economic and Technological Development Zone is set to establish a world-class petrochemical industry base with multiple industrial chains and product clusters. This development will be led by refining and chemical integration, and focus on organic raw materials, synthetic materials, and clean oil products. New chemical materials, specialty chemicals, and chemical pharmaceuticals will be distinctive features of the base. The development model will emphasize scale, intensity, integration, and diversification.
By 2030, the island aims to achieve a total refining capacity of 40 million tons, produce 10 million tons of aromatics, and generate 10 million tons of ethylene. The yield of refined oil will be kept below 33 percent, and the proportion of new chemical materials and high-end chemicals will reach 30 percent. This strategy aims to promote green, low-carbon, high-end, sustainable, and safe development, positioning Changxing Island as a world-class petrochemical industry base.
The Changxing Island (Xizhong Island) Petrochemical Industry Base holds significant distinction as one of seven petrochemical industry bases outlined in the National Petrochemical Industry Planning and Layout Plan. It also stands as a pioneering provincial chemical industry park, representing a milestone in regional development.
With a clear development goal in mind, the base aims to underscore the benefits of refining and chemical integration, fostering the emergence of a robust petrochemical hub. This vision entails promoting collaboration across the upstream and downstream sectors of the olefin and aromatic hydrocarbon industries. Moreover, it seeks to attract and consolidate high-value projects focusing on catalytic materials, pharmaceutical chemicals, and new energy technologies.
Central to its strategy is the cultivation of a balanced industrial structure that fosters comprehensive and sustainable growth. Through strategic clustering, intensified collaboration, and a commitment to industry-academia-research partnerships, the base aims to showcase its unique strengths and drive innovation-led progress.
