The foreigner service single window of the East Lake High-tech Development Zone (also known as Optics Valley of China, or OVC) has integrated the functions of the Administration of Foreign Experts Affairs, Immigration Administration and other government departments to provide foreign experts with one-stop services of work permits and visas.

The window has explored a new model of "One window, one set of materials, parallel examination and approval, simultaneous issuance", which greatly saving time and economic costs for enterprises to complete the process of appointing foreign experts.

OVC has worked hard to gain support from the government in establishing the first County-and-District level visa accreditation room in Hubei province, allowing foreign experts to receive visas without leaving OVC. OVC is at the national leading level when it comes to such efforts and obtaining the consistent high praise.
