Baoji Hi-Tech Industrial Development Zone was established as a national-level high-tech development zone in November 1992 with the approval of the State Council. It is the only national-level innovative technological zone in western China approved by the Ministry of Science and Technology.

The zone has a planning area of 100 square kilometers, consisting of a science and technology park, the east hi-tech zone, a new science-technology town and the Qianhe industrial park.

The zone aims to build itself into a first-class innovative park focusing on industrial development, technological innovation and high-quality construction. It has forged seven industrial clusters, namely auto and parts, new materials of titanium and titanium alloys, oil drilling and production equipment, high-speed railway equipment, electronic information equipment, medium and low-voltage transmission and distribution equipment and machine tool manufacturing.

In 2018, the zone achieved GDP of 85 billion yuan ($12.63 billion), up 8.97 percent year-on-year, with the gross industrial output value reaching 230 billion yuan, up 8.29 percent year-on-year. Its fixed-asset investment hits 45 billion yuan, an annual increase of 9.76 percent.

The zone views industrial clusters and innovation as the key to boost its economic development. It has undertaken 30 provincial and city-level projects worth 41.88 billion yuan. The zone completed 10.14 billion yuan investment for the whole year.
