Shenyang Comprehensive Bonded Zone, an integration of the former Shenyang Bonded Logistics Center and two export processing zones, was set up and approved by the State Council in September 2011, with a planned area of 7.2 square kilometers.

The zone mainly handles customs clearance, bonded logistics, and bonded processing, along with other supporting services.

The zone is taking steps to develop into a functional and upgraded area of the national central city, a hub of the northeast Asian international logistics system, and a new force for the city's industrial restructuring and transformation.

It is comprised of two blocks, one in Liaozhong district that specializes in developing import and export processing, bonded logistics, and international trade industries, and another in Hunnan district that focuses on the development of civil aviation, airport services, and bonded logistics industries.

The value of goods under supervision in the zone has exceeded $200 million since the closure of the Shenyang Bonded Logistics Center in 2009.

In 2015, the import and export volume totaled $70 billion and the industrial output was 400 billion yuan ($59.3 billion).
