Established in 1991, Haikou National Hi-Tech Industrial Development Zone, the only state-level high-tech zone in Hainan province, is China's industrial portal to Southeast Asia, the core engine of Hainan's further industrialization, and an important powerhouse of economic growth in Haikou. 

With a planned area of 55.42 square kilometers, the development zone focuses on the industries of medicine and healthcare, low-carbon manufacturing, and other trending technologies. Currently, the zone is home to over 2,000 enterprises, including 64 certified high-tech enterprises and seven listed companies. 

Haikou National Hi-Tech Industrial Development Zone aims to promote the overall economic development of Hainan province by building innovation clusters. To date, it has gathered one fourth of the province's high-tech enterprises and one third of the city's total. They contributed to 69.2 percent of the zone's annual industrial output of 2018. 

The zone also has the province's largest startup incubator, many entrepreneurial bases, an expert advisory committee with four Nobel Prize laureates, and a scientist workshop with over 140 overseas returnees and foreign experts.

According to a report released by the administrative committee, the estimated annual industrial output is 24.3 billion yuan ($3.57 billion), up 7.8 percent year on year, while the sales revenue is 33.5 billion yuan, up 9.6 percent year on year. The service industry, in particular, will reach sales revenue of 1.18 billion yuan, shooting up by 395.2 percent.
