Located in Suqian's Shuyang county, Jiangsu province, Shuyang Economic and Technological Development Zone was set up in August 2001 and became a provincial-level development zone in 2006. In November 2013, the zone was upgraded into a national one with the approval of the State Council, becoming the first of its kind in the county in north Jiangsu province.

Covering 24.5 square kilometers, the development zone in west Shuyang county enjoys convenient transport. It is 500 km from Shanghai and 240 km from Nanjing, the capital of Jiangsu. Lianyungang Baitabu Airport and ports in Huai'an, Xuzhou and Lianyungang are all within an hour's drive.

The zone has three leading industries, namely textiles and garments, equipment manufacturing and electronic information.

A total of 45 investment projects have been introduced into the development zone with overall investment reaching 17.85 billion yuan ($2.63 billion) in the first half of 2018. Two of the projects, both in the textile industry, were worth over three billion yuan each.
