Brief introduction

Fuzhou, Xiamen, Nanjing and Haikou in the Pan-Pearl River Delta region was included in the integrated customs clearance service reform of Guangdong starting May 1, 2015. Eleven customs authorities in Fujian, Guangdong, Guangxi and Hainan offer the same clearance services.

Target ports

Foreign trade enterprises in the following port don't have to go through the cross-region custom procedures: Fuzhou, Xiamen, Guangzhou, Shenzhen, Gongbei, Shantou, Huangpu, Jiangmen, Zhanjiang, Nanning and Haikou.

Procedures

1. Enterprises can freely choose the location of declaration, tax payment and release according to their actual logistics needs, and independently choose any customs clearance mode, such as port clearance, customs transfer supervision, “Declaring at Dependency and Inspecting and Clearing at Ports,“Declaring at Dependency and Releasing at the Location”and regional customs integration, so as to independently work out the most suitable logistics plan.

2. Customs declaration agents can register in one and declare outside of  it". The procedures that need to be handled in many custom authorities in the past can be completed in only one.

3. Enterprises from inland regions can transport their goods when handling cross region clearance procedures.

4. The reform of integrated regional customs clearance is also applicable  to the regions under special custom supervision and the bonded zones under custom supervision.
