Established in 1992, Jinzhou High-tech Industrial Development Zone was the only provincial one of its kind in the five western Liaoning cities - Jinzhou, Fuxin, Chaoyang, Panjin and Huludao. It was later expanded and upgraded to national level, approved by the State Council in March 2015.

Located in the south of Jinzhou, the high-tech zone is separated from the downtown by a bridge, with an area of 45 square kilometers under jurisdiction. It focuses on the development of electronic information, biochemical pharmaceutical, as well as new materials.

From January to November 2017, the added value of large-scaled industries of the whole region reached 1.91 billion yuan ($275.02 million), an increase of 31.5 percent year-on-year. Investment in fixed assets in the region totaled 3.66 billion yuan, an increase of 23.5 percent year-on-year. Retail sales of consumer goods in the region achieved 2.76 billion yuan, a rise of 18 percent year-on-year. Revenue from the region’s general public budget amounted to 580 million yuan, up 17.4 percent year-on-year.
