Founded in March 1991, Dalian Hi-tech Industrial Zone was among the first batch of State-level hi-tech industrial zones in China. Covering an area of 153 square kilometers, it is located in the southwest of Dalian, Liaoning province with a population of 210,000.

Currently, there are 5,000 registered enterprises in the zone, including more than 900 high-tech enterprises, 380 export-oriented enterprises and over 100 of Global 500 companies, including IBM, HP, Ericsson and DELL.

Dominated by software, information technology and service outsourcing, the zone also develops modern service industry featuring internet and e-commerce, cartoon games and cultural creativity, life science, design, new materials and new energy, smart manufacturing, as well as sci-tech finance.

Dalian Hi-tech Zone is a core area in Liaoning's coastal economic belt. Its software, information technology and service outsourcing sector is growing in a high-end, large-scale and clustered way, with 1,220 enterprises registered, generating revenue of 110.8 billion yuan ($16.09 billion).

In the first half of 2016, its GDP increased by 6.5 percent year-on-year, with general public budget revenue rising by 10.5 percent. The operating income of software and information service industries in the zone grew by 12.24 percent year-on-year. Actual utilized foreign capital totaled $187 million, up 328.5 percent year-on-year. The number of newly registered foreign-funded enterprises reached 17, up 41.67 percent year-on-year.
