Huizhou Zhongkai (HZZK) High-tech Industrial Development Zone, named after Mr. Liao Zhongkai, the pioneer of the modern democratic revolution, was established in 1992 with the approval of the State Council and officially opened in 1993. It was part of the first batch of national high-tech zones in the country.

Zhongkai High-tech Zone is located in the southwest of Huizhou city, Guangdong province. It occupies an outstanding location in the eastern core area of the Guangdong-Hong Kong-Macao Greater Bay Area. It has formed a comprehensive and three-dimensional transportation system integrating airports, railways, expressways and harbors. 

With an area of about 500 square kilometers and a population of nearly 500,000, Zhongkai High-tech Zone has jurisdiction over four parks: Zhongkai Hi-tech Industry Park, Dongjiang Hi-tech Industry Park, Huinan Hi-tech Industry Park, and the China Overseas-Educated Scholars Development Base.

In 2017, the gross domestic product of Zhongkai Hi-tech Zone was 63.09 billion yuan ($9.08 billion). The output value of industries above designated scale reached 288.31 billion yuan. In total, 22.08 billion yuan of fixed assets were put into production. The total tax revenue was 14.98 billion yuan and the total foreign trade value amounted to 189.95 billion yuan.
