Baoding High-tech Industrial Zone was approved by the State Council in November 1992. It covers an actual administrative jurisdiction area of 60 square kilometers and has a population of 55,000.

The zone has been certified as a National High-tech Industrial Base, National Renewable Energy Industrialization Base, National Science and Technology Trade Promotion and Export Innovation Base, National New Industrialization Industry Demonstration Base and National Solar Photovoltaic Power Generation Application Demonstration Zone by the National Development and Reform Commission, the Ministry of Science and Technology, the Ministry of Commerce and the Ministry of Industry and Information Technology. It was also included in the first batch of Low Carbon City Development Projects by the World Wide Fund for Nature (WWF).

Baoding High-tech Zone has formed a high-tech industrial system featuring new energy and energy equipment industries, supplemented by software, new materials and bio-pharmaceuticals. In 2012, the region had a fixed assets investment of 10.17 billion yuan ($1.48 billion), with a year-on-year increase of 2.6 percent; a total fiscal revenue of 3.08 billion yuan, with an increase of 19 percent; total retail sales of consumer goods of 5.74 billion yuan, with an increase of 14.5percent; and a total industrial output value of 85 billion yuan; the actual use foreign capital was $29.23 million.

At present, the grand plan of an ecological electricity valley and low carbon new city with 130 square kilometers has been fully launched and is making new contributions to the development of low carbon harmony. In the future, the high-tech zone will be built into an “incubator” for regional industrial transformation and development, a demonstration zone for innovation-driven development, a gathering area for high-end technical talents, and a new urban district for low-carbon civilization and ecology.
