How is social insurance registration for foreigners employed in China achieved?

In accordance with relevant Chinese laws and regulations, the following materials need to be submitted and the following procedures need to be followed for registration for social insurance for foreigners employed in China:

(1) When representative offices in China, foreign permanent news agencies, and permanent representative offices of foreign enterprises, etc. produce a social insurance registration, they shall present an approval document issued by the competent Chinese authorities and certificates such as an organization code certificate issued by Chinese quality and technical supervision authorities.

(2) For foreigners who participate in social insurance for the first time, the employer shall produce the social insurance registration with the agencies responsible for social insurances in the place where the employer is located by presenting the employed foreigners' valid passport, Work Permit for Foreigners, Foreign Expert Certificate or Permit for Permanent Foreign Journalists (for those who have obtained permanent residence status in China, a Foreigner Permanent Residence Certificate shall be presented as well), as well as the certificates such as the labor contract or dispatch contract. If the application is approved, the agencies responsible for social insurance shall formulate the Social Security Numbering Rules for Foreigners, assign the social security number and distribute a social security card of the People's Republic of China to the applicant.

(2) Foreigners employed in China with nationalities of countries that have concluded bilateral or multilateral treaties regarding social insurance with China that can present a social insurance certificate issued by the contracting countries within three months after obtaining a work permit in China shall be exempted from the obligation of payment of the prescribed lines of social insurance within the prescribed period in accordance with the treaties. Foreigners that can’t present a social insurance certificate issued by the contracting countries within three months after obtaining a work permit in China shall pay social insurance premiums and the corresponding overdue fines in accordance with the provisions. If the time lines of social insurance are not stipulated in the treaties or the time lines of social insurance stipulated in the treaties exceed the prescribed time limits, foreigners need to pay social insurance premiums in accordance with the provisions.
