Zhengzhou-Luoyang-Xinxiang National Independent Innovation Demonstration Zone

As the center of high-tech industry in the Central Plain, Zhengzhou-Luoyang-Xinxiang National Independent Innovation Demonstration Zone is an important demonstration base for system and mechanism innovation in Henan province.

Relying on three high-tech industrial development zones in the cities of Zhengzhou, Luoyang, and Xinxiang, the zone strives to become an innovative highland with strong influence and core competitiveness.

Industrial clusters with significant domestic influence, including high-end equipment manufacturing, electronic information, new materials, and new energy and bio-pharmaceutical will be built in the three high-tech industrial development zones.

They will also carry out pilot projects on science and technology service industries, industrialization of scientific and technological achievements, tech enterprise incubation systems, new types of research and development organizations, and integration of technology and finance.

Zhengzhou High-tech Industries Development Zone

Approved by the State Council in 1991 as a national high-tech zone, Zhengzhou High-tech Industries Development Zone covers an area of 99 square kilometers with a construction area of 43.5 square kilometers.

It is home to 300,000 people and more than 13,000 enterprises of various types.

Among the first batch of national innovative science and technology parks, it is the only overseas high-level talents innovation and entrepreneurship base in Henan, while also being a national intellectual property pilot park.

It was listed as a science and technology service pilot zone by the Ministry of Science and Technology in April 2015. Among the 147 national high-tech zones, the Zhengzhou zone ranks 12th in terms of comprehensive strength, 7th in scientific and technological innovation capability, 7th in sustainable development capability, and 2nd in incubation and cultivation capability.

Luoyang High-tech Industries Development Zone

Approved by the State Council in 1992 as a national high-tech zone, Luoyang High-tech Industries Development Zone covers an area of 96 square kilometers with a total population of 120,000.

In 2015, its regional GDP reached 8.5 billion yuan, a year-on-year increase of 12.9 percent.

Enterprises above designated scale generated an industrial added value of 4.7 billion yuan in 2015, a year-on-year increase of 15.3 percent.

During the same period, the zone had an urban fixed asset investment of 9.16 billion yuan, a rise by 18.4 percent; the total retail sales of consumer goods increased by 16.8 percent; the energy consumption per 10,000 yuan of industrial enterprises above designated scale dropped by 19.03 percent; and the local government budget revenue reached 810 million yuan, a year-on-year increase of 13.5 percent.

According to the latest evaluation of the Ministry of Science and Technology, the zone ranked 20th among 115 national high-tech and industrial parks in China, up by 8 places from the previous ranking.

Xinxiang High-tech Industries Development Zone

Xinxiang High-tech Industries Development Zone was established in August 1992 and listed as a national hi-tech industries development zone on August 19, 2012.

Its total planning area is 52 square kilometers, of which 18 square kilometers is construction area, with a population of more than 100,000.

It is home to 1,088 enterprises and institutions, including 300 industrial firms.

In 2009 and 2010, the zone was listed among the top 10 industrial clusters in Henan.

The leading industries are new biological medicine, energy saving and green household appliances, new energy automobiles, auto parts and special equipment, as well as food and beverage. Numerous renowned domestic and foreign companies including Hualan Bio, Kelong, Tianfeng, Gaoyuan, Wahaha Group and Zhongyuan Printing and Packaging are leading the industrial development in the zone.
