New measures to boost high-level reform, opening-up in Pudong

The Communist Party of China Central Committee and the State Council jointly released a guideline on July 15 that lists multiple measures to build Shanghai's Pudong New Area into a pioneer in socialist modernization, as well as to propel ots reform and opening-up to a higher level.
