Overview

Heilongjiang province is named after its largest river, the Heilongjiang River. It faces Russia, with which it shares a borderline of over 3,045 kilometers, across that river to the north.

As China's sixth largest province, Heilongjiang covers 454,800 square kilometers, accounting for 4.7 percent of the nation's total land area. It exercises jurisdiction over 13 cities (prefectures), 65 counties (county-level cities) and ethnic autonomous counties, with Harbin as its capital.

The Province features a temperate continental monsoon climate with an annual average temperature from -4 C to 4 C. The frost-free period lasts for 100-140 days, and its annual precipitation is 450-650 millimeters.

Heilongjiang's GDP reached 1.64 trillion yuan ($233 billion) in 2018, up 6.4 percent over the previous year. Primary industry grew 3.7 percent with an added value of 300 billion yuan. Secondary industry climbed 2.1 percent with a total of 403 billion yuan. Tertiary industry generated 932.97 billion yuan, a year-on-year growth rate of 6.4 percent. Primary industry accounted for 18.3 percent of the 2018 GDP, secondary industry 24.6 percent and tertiary industry 57.1 percent.

Foreign direct investment (FDI) into Heilongjiang reached 5.95 billion US dollars in 2018, up 1.5 percent. FDI in primary industry soared by 94.8 percent over the previous year, the wholesale and retail industry by 1.7 times, and the real estate industry saw a 28.1 percent increase. 

Pillar Industries

Heilongjiang has made great efforts to deepen the supply-side structural reform and foster new engines for economic growth. The province possesses diverse pillar industries, including new materials, green food, biopharmaceuticals, equipment manufacturing and tourism.

New material industry

Recent years have seen a rapid growth in the new materials industry in Heilongjiang. The province now has preliminarily established industrial clusters in iron, advanced non-ferrous metal, advanced polymer materials, high performance fiber reinforced composites and new graphite materials. In the first half of 2018, revenue and added-value in new materials companies above designated size respectively increased by over 30 percent and 14 percent over the same period last year.

Green food industry

Grain output in the province ranks first in China; as do its planting area and harvests of non-GMO soybeans, japonica rice and corn. The green food base covers an area of 74 million mu (4.93 million hectares), accounting for one-third of the total planting area in the province. Revenue of food companies above designated size reached 361.77 billion yuan, and private enterprises were responsible for 81 percent of the total. The province has also seen the growth of a series of competitive firms that show revenue of over 10 billion yuan.

Biopharmaceutical industry

The biopharmaceutical industry in Harbin has cultivated 50 independent intellectual property categories and 111 patents, with many technical achievements up to international advanced level. R&D expenditure of the leader enterprises took up over 4 percent of the sales, and a technology innovation system ranging from basic research to industrialization has been set up. In 2017, Harbin has seen a series of industrial clusters in pharmaceutical chemicals, traditional Chinese medicine and biotechnological pharmaceutics.

Equipment manufacturing industry

The equipment manufacturing industry has long been an engine for Heilongjiang's traditional industrial base. The province is now accelerating the integration of equipment manufacturing enterprises and the intelligent manufacturing industry. Propelled by technologies including the Internet, big data and artificial intelligent, gross output value (GDP) in the equipment manufacturing industry has seen a growth rate of 11.7 percent in the first five months of 2018.

Tourism Industry

With its ice and snow resources, Heilongjiang is one of the most popular winter destinations in China. In 2016, the province hosted 145 million visitors, an 11.27 percent increase from the previous year. Revenue in the tourist industry reached 160.33 billion yuan, accounting for 10.42 percent of Heilongjiang's GDP. Making good use of its cool summer and icy winter, it aims to upgrade the tourist industry and build a national first-class ecological recreation destination and tourism industry demonstration base.

Heilongjiang has been working vigorously to attract overseas investments and it possesses advantages in various fields.

Firstly, it enjoys a superior geographical location. As a border province in northeast China, it has convenient prospects for boosting trade with Russia and promoting Far East construction there.   

Secondly, it plays a big role in China's agriculture growth. With abundant agricultural resources, the province focuses on such sectors as high-quality and efficient agriculture, husbandry, food processing and agriculture-based services.

Thirdly, Heilongjiang boasts large mineral reserves, and thus has cooperation opportunities with industrial circles in exploration rights and mining rights and potential in the mineral intensive processing industry.   

Fourthly, it is one of the pilots of ecological protection. Heilongjiang has worked to create a good investment environment for ecological economy and possesses great potential in industries like tourism, health and elder care, culture and information services and forest economy.
