Approved by the State Council in 1984, Guangzhou Economic and Technological Development District was one of the first national economic development zones in China. At present, together with Guangzhou High-tech Industrial Development Zone, Guangzhou Export Processing Zone, Guangzhou Free Trade Zone, and the Sino-Singapore Guangzhou Knowledge City, it forms part of the Guangzhou Development District.

Located within the administrative scope of Huangpu district, Guangzhou Development District serves as a driving force for Guangzhou's economic growth and scientific innovation.

The district has nine industrial clusters, including electronic information, flat panel displays, automobile and spare parts, the chemical industry, new materials, electronic commerce, food and beverages, biomedicine and intelligent equipment, among which some industries have achieved output values of over 100 billion yuan ($14.4 billion). It has become the most important economic growth pole in Guangzhou, with a total industrial output value accounting for 40 percent of the city and the actual use of foreign capital accounting for 30 percent.

The comprehensive strength of Guangzhou Development District has been ranked in the top three of the national development zones over the past 30 years. In 2017, the district’s GDP was 263.95 billion yuan, an increase of 7 percent; the investment in fixed assets was 95.69 billion yuan, an increase of 32.7 percent; the above-scale industrial value was 572.81 billion yuan; the total foreign trade value was 241.15 billion yuan, an increase of 4.8 percent, and the total tax revenue was 75.38 billion yuan, an increase of 20.8 percent, ranking first among the national development zones.
