Shaanxi Shenfu Economic Development Zone was founded in 1994 as the first economic zone in northern Shaanxi. It was upgraded to be a national-level economic and development zone with the approval of the State Council in 2013. In 2015, it was renamed the Yulin Economic and Technological Development Zone.

Located at the Shenmu county, renowned as "the coal capital of western China", the zone consists of four industrial parks, namely, Jinjie, Dianta, Shenshuta and Yanjiata.

The zone focuses on developing six pillar industries, including coal-fired power, coal chemical industry, salt chemical industry, building materials, modern services, and new materials and new energy. It has forged a complete industrial system taking coal and salt chemical industries as the main body, equipment manufacturing and new materials as both wings, with cultural industry and modern services as supporting points.

In recent years, the zone has aimed to become a demonstration base for China's energy technologies, a demonstration base for the comprehensive control and management of mine goafs, a demonstration base for the country's urban-rural integration development as well as a base for China's solar photovoltaic industries.

It is home to enterprises from home and abroad such as Dow in the United States, CHN Energy, Shaanxi Coal and Chemical Industry Group and Shaanxi Yanchang Petroleum Group. With the world-leading coal and chemical technologies, the zone is tapping a new approach for development, which is low-carbon and sustainable with technological innovations, upgraded industries and comprehensive utilization of resources.
