Overview

Ningxia Hui autonomous region is located on the Northwest China, with an average altitude of 1,100 meters. Blessed with mild summers and winters, Ningxia has a yearly average temperature of 8 degrees Celsius. The capital city, Yinchuan, tops Northwestern Chinese cities in air quality.

It is the only provincial level Hui autonomous region in China, with a land area of 66,400 square kilometers. Its population last year reached 6.8 million, among which the Hui population accounted for 57.8 percent. It has five prefecture level cities and 22 counties.

Ethnic groups in Ningxia respect each other and live together harmoniously, making the autonomous region a stable and orderly society and an example of ethnic unity. Over the years, different cultures interact and integrate with each other, which have contributed to Ningxia’s open, inclusive and progressive culture.

Ningxia’s economy maintained a rapid pace of growth. In 2018, its GDP amounted to 370.52 billion yuan ($52.71 billion), up 7.0 percent over the previous year. The primary industry contributed 28 billion yuan, an increase of 4.0 percent year-on-year. The secondary industry rose by 6.8 percent to 165 billion yuan and the tertiary sector increased by 7.7 percent to 177.51 billion yuan.  

The per capita disposable income in the autonomous region's urban areas increased by 8.2 percent year-on-year to 31,895 yuan in 2018, while rural per capita disposable income rose by 9.0 percent to 11,708 yuan.

Pillar Industries 

Ningxia has made historic achievements in social development since it was founded 60 years ago. The region has always prioritized economic development, and its economic power has become stronger than ever. Pillar industries of Ningxia include tourism, wine, agriculture, energy and chemicals, and information technology.

1. Tourism Industry

Ningxia was known as the oasis of China’s hinterland during ancient times. As a distinctive tourist destination in Northwest China, Ningxia was listed as one of the 46 must-go places by the New York Times in 2013 and became a national region-based tourism destination in 2016.

Ningxia, which is endowed with plains, mountains, rivers, lakes and deserts, is a miniature of the diverse geographical landscapes of China. The Liupan Mountains and Helan Mountains are popular all over China, while the Shapoto Scenic Spot and Sand Lake have been recommended as the best tourist destinations in China several times.

With over 3,000 hours of annual sunshine, Ningxia has plenty of mild sunlight, which is neither as blazing as that in the tropical areas, nor as scorching as that on the plateaus, thus making Ningxia the best choice for a sunshine trip.  

2. Wine Industry

With 3.5 hectares of wine grapes and 184 vineyards, the eastern foot of the Helan Mountains in Ningxia is one of the world’s most renowned wine producing areas. The Bettane & Desseauve Wine Guide 2015-2016 included 31 Chinese wines, among which 20 were from Ningxia.

In recent years, the Ningxia wine industry has pursued the path of international development, benchmarking the international market and increasing exchanges and cooperation with the international wine industry.

3. Information Technology Industry

Ningxia has three competitive edges in developing the information technology industry. First, it has abundant electricity which is low priced. It also has facilities for different levels of voltage, providing easy access to direct electricity supply. Second, Ningxia has a mild temperature. Its annually average temperature is 30 percent lower than that of Beijing, Shanghai and Guangzhou, which means that it can use natural wind for cooling and reduce energy consumption. Third, Ningxia has rich land resources. The Zhongwei Plain, in particular, is suitable for building a super-large data center, with its vast, flat surface and stable geological structure.

Advantages  

Ningxia is a good place for trade and commerce because of its unique role in China’s opening-up policy. The region used to be an important station along the ancient Silk Road and is designated by the central government as an opening-up pilot economic zone in inland China, which enjoys broad prospects for opening-up.

Ningxia has hosted three sessions of China-Arab States Economic and Trade Forum and two sessions of China-Arab States Expo, attracting tens of thousands of guests from home and abroad for win-win business opportunities and cooperation.

Ningxia has 31 development zones and industrial parks of different types, among which five are at the national level. Several China-Arab States parks have also been built, including industrial parks, cultural parks and science parks, which will serve as a good platform for industrial development.

Ningxia has set up a four-layered administrative service system covering governments of provinces, cities, counties and townships, and removed 63 percent of items previously requiring administrative approval. It is also improving management based on the list of powers and responsibilities for government departments. All these have led to greater efficiency in government administration.

The central government supports Ningxia to build the Hub Project of Online Silk Road. Yinchuan is launching pilot programs on e-commerce and cross-border e-commerce. A number of e-commerce platforms, including Ningxia Silk Road ePath Company, have been put into operation. The e-commerce industry with overseas online shopping and selling is thriving.
