Panjin Liaobin Coastal Economic and Technological Development Area, established in December 2005, is a key area of the Liaoning Coastal Economic Belt. It was upgraded to a provincial economic development zone in April 2011 and a national economic and technological development zone in January 2013.                                             

Within a planning area of 20 square kilometers, the development area is composed of "one port with four areas", namely the Panjin port, an industrial zone, a business and trade area, a tourism and sightseeing area, and a living area. 

Over the years, the GDP in the area totaled 25.8 billion yuan ($3.79 billion) accumulatively. The total industrial output value reached 95.4 billion yuan. The investment in fixed assets achieved 99.6 billion yuan, and the utilized foreign capital was $1.46 billion. Industries covering marine equipment, machinery manufacturing, petrochemical new materials, high-tech, coastal logistics, and modern service are known as the six leading industrial clusters.

Located at the southernmost tip of the emerging petrochemical city -- Panjin, it is 20 km from Beijing-Shenyang Highway and Shenyang-Dalian Highway, 1.5 hours' drive from Shenyang and 2.5 hours' drive from Dalian.
